Certificate of origin is a special type of document declaring in which country goods were manufactured. Certificate of origin contains all the data about the product, intended use of goods and country of export. Certificate is required in many cross-border trade contractual arrangements, certificate of origin is an important form because it can help determine whether certain goods are eligible for import or are subject to customs duties. Certificates of origin can also be used to convince buyers that the exported products are fully obtained, manufactured or produced in a particular country. The customs authorities will use this document to determine whether a preferential duty rate is applied on imported products and whether a consignment of goods can be legally imported during a certain quota period.

Customs authorities, private concerned parties and importers request a certificate of origin for several purposes. Almost every country in the world requires a certificate of origin for custom clearance procedure:

  • to impose duty  to be taxed on goods, or, in some cases, whether the goods can be legally imported

In general, certificate of origin is of prime importance in international trade operations, as it is confirmatory evidence of  the product origin  which, consequently, is the basis for tariffs rating and other trade policies  that will be applied.

How and where is it possible to get a certificate of origin?

The certificate of origin is always issued by the state authority. The state authority or authorised body to issue this certificate of origin is the Chamber of Commerce, an organization that promotes, protects and represents the interests of various enterprises in the community or region where  they are represented.

The Chamber of Commerce may issue certain types of certificates of goods origin, scilicet:

  1. Form “A” for goods intended for delivery to the USA, Canada, Montenegro;
  2. Form “СТ-2” for goods intended for delivery to Serbia;
  3. Form “ST-1” for goods intended for delivery to the CIS member states (Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan).
  4. Certificate of origin having a common form for other countries.

The certificate covers the following types of production:

  • High-volume production of similar  type on a long-term basis ;
  • One item production  of an unstable nomenclature ;
  • Conveyor type production;
  • Separate consignment production batch;
  • Small batches or single-item production (in the case of handicraft technique production).
